Restart Business Grants - Ended on October 9, 2020 at 11:59pm

    

The COVID-19 crisis forced the Palm Beach County business community to confront immense challenges.  Small business owners in particular are facing highly difficult circumstances.

The Palm Beach County Board of County Commissioners approved the Restart Business Grants Program on May 15, 2020 to accelerate the reopening businesses hardest hit by COVID-19. 

Restart Business Grant Program Overview


Assistance Offered:

  • $25,000 maximum award, subject to funding availability

Eligibility Requirements:

Businesses are ELIGIBLE to apply for a one-time Restart Business Grant if it:

  • Has been operating since October 1, 2019 and was still operating on February 29, 2020
  • Is located in Palm Beach County
  • Is not a publicly traded company
  • Is not a non-profit organization
  • Was not permitted to open or told to limit their services based on Governor DeSantis's Executive Order (EO) 20-72 or Palm Beach County's Emergency  Order (EO) 20-002a.
  • Has an Active Palm Beach County Business Tax Receipt or is Exempt from filing a Business Tax Receipt with the Palm Beach County Tax Collector
  • You can renew your Palm Beach County Business Tax Receipt on line if it is not currently active.
  • If you do not have a Palm Beach County Business Tax Receipt, please visit www.pbctax.com for instructions on how to apply by mail or in person.
  • Has filed IRS Income Tax Returns for 2019 or 2018
  • Has submitted payroll forms to the IRS for 2019
  • Does not exceed $5 million in total gross receipts or sales
  • Has not received any COVID-19 relief funds in the form of a grant or forgivable loan exceeding $25,000
  • Did not previously receive a Restart Business Grant

Eligible Businesses:

Eligible businesses are those who were not permitted to open or told to limit their services based on Governor DeSantis's Executive Order (EO) 20-72 or Palm Beach County's Emergency Order (EO) 20-002a

Ineligible Businesses:

Please review this list of ineligible businesses.  If the business is on this list, it is NOT ELIGIBLE for a Restart Business Grant as it was not subject to Governor DeSantis's Executive Order (EO) 20-72 or Palm Beach County's Emergency Order (EO) 20-002a

Eligible Applicants:

  • Individuals - Sole Proprietors, Independent Contractors and Individual/Single-Owner Limited Liability Companies: An individual who goes into business.  The individual has complete ownership of the business and is free to make any and all decisions concerning the business.  The individual files a US Individual Income Tax Return using IRS Form 1040 and includes a Schedule C to capture profit or loss for the business.
  • Partnerships:  Consists of two or more people conducting a business together.  General partnerships file a US Return of Partnership Income using IRS Form 1065.
  • Corporations - C-Corp, S-Corp, Limited Liability Companies: A legal entity that is separate and distinct from its owners.  A C-Corp files US Corporation Income Tax Return using IRS Form 1120.  An S-Corp files a US Income Tax Return for an S Corporation using IRS Form 1120.  A Limited Liability Company can use either form, at the election of the owners. 

Eligible Uses of Grant Award:

  • Salaries/Payroll
  • Inventories
  • Commercial Lease, Mortgage, or Rent Payments
  • Utilities
  • Other Expenses incurred due to new safety provisions

What You Will Need to Apply:

  • Completed IRS W-9 FormForm must be SIGNED and DATED.  Electronic Signatures are NOT acceptaible.
  • Business Financials
    • Individuals: Sole Proprietors, Independent Contractors, Individual/Single-Owner Limited Liability Companies
      • 2019 Individual Income Tax Return* (Form 1040) including Schedule C and all other schedules/statements submitted with the tax returns to the IRS; or
      • 2018 Individual Income Tax Return* (Form 1040) including Schedule C and all other schedules/statements submitted with the tax returns to the IRS if 2019 Individual Income Tax Return is not filed;  and
      • Any payroll forms submitted to the IRS if you have employees other than yourself; and
      • ActivePalm Beach County Business Tax Receipt; or
      • Palm Beach County Business Tax Receipt Exemption; and
      • For Individuals using a Fictitious Business Name:  An Active State of Florida Division of Corporations Record as shown on SunBiz.org with a filing date on or before October 1, 2019
    • Corporations:  C-Corps, S-Corps, and Limited Liability Companies
      • 2019 Corporate Income Tax Return* (Form 1120 ) including all schedules/statements submitted to the IRS; or
      • 2018 Corporate Income Tax Return* (Form 1120) including all schedules/statements submitted to the IRS if the f 2019 Corporate Income Tax Return is not filed; or
      • 2019 Income Tax Return for an S Corporation* (Form 1120-S) including all schedules/statements submitted to the IRS; or
      • 2018 Income Tax Return for an S Corporation* (Form 1120-S) including all schedules/statements submitted to the IRS if the 2019 Income Tax Return for an S Corporation is not filed; and
      • 2019 Transmittal of Wage and Tax Statements (Form W-3) Employer's Quarterly Federal Tax Return for 4th Quarter 2019 (Form 941) ; or
      • Employer's Quarterly Federal Tax Return for 4th Quarter 2019 (IRS Form 941); or
      • Any other payroll forms submitted to the IRS; and
      • Active Palm Beach County Business Tax Receipt; or
      • Palm Beach County Business Tax Receipt Exemption; and
      • An Active State of Florida Division of Corporations Record as shown on SunBiz.org with a filing date on or before October 1, 2019
    • Partnership
      • 2019 Return of Partnership Income* (Form 1065); or
      • 2018 Return of Partnership Income* (Form 1065) if 2019 Return of Partnership Income is not filed; and
      • 2019 Transmittal of Wage and Tax Statements (Form W-3); or
      • Employer's Quarterly Federal Tax Return for 4th Quarter 2019 (IRS Form 941); or
      • Any other payroll forms submitted to the IRS; and
      • Active Palm Beach County Business Tax Receipt; or
      • Written Statement attesting to your business Exemption; and
      • For Partnerships using a Fictitious Business Name:  An Active State of Florida Division of Corporations Record as shown on SunBiz.org with a filing date on or before October 1, 2019

            * Note: All Returns must be SIGNED and DATED or must include a completed IRS e-file Signature Authorization (Form 8879) to demonstrate it was submitted electronically to the IRS.

Accessing the Restart Business Grant Portal:

      • You will access, complete, and submit the Restart Grant Application through an on line portal
      • You will register on the portal by creating a user name and password
      • You will be required to attach the required documentation as part of the Application completion and submission process
        • Please gather all required documentation prior to accessing the on line portal
      • Applications will be reviewed on a first-come, first served basis   
      • Access to the portal will begin at 8:00 a.m. on September 25, 2020 and end at 11:59 p.m. on October 9, 2020
