The future of parks and recreation in Palm Beach County is already taking shape. Guided by a mission to create opportunities for healthy, happy living, our parks are essential community assets that strengthen wellbeing, inspire connection and protect the natural environment. Every day, Palm Beach County Parks and Recreation works to ensure our system remains welcoming, well-maintained and ready to serve a growing and diverse population.

To meet the evolving needs of more than 1.5 million residents, the department plans carefully and invests responsibly. Using a multi-source funding approach, combining impact fees, Infrastructure Sales Tax proceeds, grants, bond proceeds, philanthropic contributions through the Parks Foundation and earned revenue, Palm Beach County Parks and Recreation maximizes every dollar to deliver high value amenities, maintain aging infrastructure, expand access and protect sensitive natural areas. This balanced strategy ensures public funding is focused on core infrastructure, safety and accessibility while external partners help accelerate innovation and recreation opportunities across the county.

Parks Capital Improvement Project Descriptions
To help clarify terminology used to describe projects within the capital improvement program list proposed for Parks Bond funding, the following descriptions are provided. Each project will be designed and built with community and stakeholder involvement. 

  • ​Sports Complex Modernization Each capital improvement project to modernize sports complex infrastructure will vary by location, what type of sports infrastructure is in the park and include park patron input. The sports complexes listed on the Park Bond project list to be modernized we originally constructed more than 30 years ago. Sports complex modernization may include but not be limited to: improved spectator and participant seating and shade, restroom replacement or upgrades, fencing replacement, foul ball netting, new training areas such as batting cages, dugouts with better head clearance, new equipment at the skate park, ADA access improvements, turf upgrades, better storage and concession operations, modern lighting solutions, safety features and technology upgrades.

  • New Parks New parks will be developed with community input during the design process, once funded. Conceptual designs which are complete and included in the Parks Master Plan 2035 for level of service needs include Lantana District Park I, Sansbury Way District Park and Karen Marcus Park Preserve to provide new park access and amenities (both active and passive) balanced with environmental preservation. These projects are included on the Parks Bond list to meet County-wide level of service needs consistent with both the Parks Master Plan 2035 and the County’s Comprehensive Plan, Recreation and Open Space Element.   • Garden Master Plan Fulfillment The Parks Bond list includes the Morikami Museum and Japanese Gardens [external link] Master Plan as well as the Mounts Botanical Garden [external link] Master Plan. If approved, Bond funding would be matched with other funding (grants, donations, etc) in fulfillment of the master plans for the gardens. Both public facilities have master plans for garden expansion and improved visitor experience. Funding would be necessary to move these plans forward. 

  • Mutual Use Sports Improvements These improvements will be made in collaboration with Palm Beach County school locations throughout the County, benefitting both students and mutually serving as publicly accessible park amenities when not in use by the schools. Examples of sports improvements include upgraded and well-lit running/walking tracks, sports field turf and sports courts.

  • Historic and Nature Center Park Projects Deferred infrastructure projects needs in this category included in the capital improvement program include the construction of an interpretive center at Riverbend Park/Loxahatchee River Battlefield Park and competition of the renovation of the Historic Area on Peanut Island including the Kennedy Bunker to reopen the area to the public. This funding would also be matched with other sources including voter approved infrastructure sales surtax design funding, grants and donations. The Green Cay Nature Center exhibit infrastructure is due for mechanical upgrades and re-design to ensure continuity of operations and maintenance.

  • New Sports Facilities In addition to active recreation fields and courts at the new parks mentioned above, an OHV trails/sport complex and centrally located indoor sports fieldhouse are both community needs identified in the Parks Master Plan 2035. The field house will provide multi-court flex space for indoor sports including, but not limited to basketball, volleyball, indoor pickleball and indoor soccer.

  • Aquatic Play Structure and Teaching Pool Expansion Several County-operated aquatic facilities are listed on the capital improvement program for expansion. These amenities serve the public through cooling water play structures or drowning prevention teaching pool construction.

  • Countywide Parks, Trail and Pathway Connectivity Trail connections in the County to and between County public parks will facilitate recreation, transportation and serve as wildlife corridor connections to public lands.

  • Countywide Parks Shade Structure and Natural Shade Expansion A combination of mature South Florida native tree canopy and artificial shade structures will address the needs assessment in the Parks Master Plan 2035 for more shade in our park system. This builds on the parks regreening plan started in 2023 which has continually increased the tree canopy in our park system and is dependent on funding availability.

  • Well Maintained Access to Beaches and Water Bodies Central to our core service in Parks and Recreation is ensuring access to beaches and water bodies. Accessible kayak launches, restroom building replacement at inlet fishing parks, new beach parks and completion of infrastructure renovations at parks located along the Lake Worth Lagoon are consistent with this mission.​

To accelerate the Parks Capital Projects Plan, the Board of County Commissioners at their May 19, 2026 meeting directed the Palm Beach County Parks and Recreation Department to return with language for a ballot question and funding amount to request authorization from the voters for a new general obligation bond issue.

In June 2026, the Board of County Commissioners authorized placing the following item on the November 2026 General Election ballot:

November 3 - Bond Ballot Question

PARKS, SPORTS, RECREATIONAL FACILITIES AND BOTANICAL GARDENS TO BE FINANCED BY GENERAL OBLIGATION BONDS 
Shall the County issue general obligation bonds in an amount not to exceed $280,000,000, bearing interest at rates not exceeding the legal limit and maturing not exceeding 20 years from the date(s) of issuance payable from ad valorem taxes levied on all taxable property within the County to modernize aging parks and recreation facilities and botanical gardens, expand and update sports complexes, increase public beach access and trail connectivity and develop new regional parks.

___Against the Bonds

  • Only voters residing in Palm Beach County will see this question on their ballot.
  • A majority of Palm Beach County residents (50%+) must approve the ballot item to authorize the bond issue.
  • If bonds are approved, properties will see a parks debt line on their tax bill starting no earlier than fiscal year 2030. The estimated amount of the line will be $5 per $100,000 of taxable value on the property.
