Calculating Preferences for IFB Posted Awards only

 

CALCULATING SBE PREFERENCE:  Based on all SBE's who have not exceeded the low bid by 10%. In cases where bids are presented as unit prices, staff will multiply the lowest responsive, responsible non-certified bid by 1.10 (e.g. $30.00 x 1.10 = 33.00). The lowest responsive, responsible certified SBE within 10% of $33.00 will be the awarded recommendation. The original bid amount is not changed; the 1.10 increase is calculated only for the purpose of determining SBE preference.
In cases where bids are presented as a percentage discount, staff will multiply the responsive, responsible non-certified bid offering the greatest discount by .9 (e.g. 30% x .9 = 27%). The responsive, responsible certified SBE bid offering the greatest discount in excess of 27% will be the award recommendation. The original bid amount is not changed; the .9 decrease is calculated only for the purpose of determining SBE preference.


CALCULATING LOCAL PREFERENCE:  Based on not exceeding the low bid by 5%. In cases where bids are presented as unit prices, staff will multiply the responsive, responsible bidder's offer receiving the local preference by .95 (e.g. $30.00 x .95 = $28.50). If $28.50 is less than the lowest responsive, responsible bidder not receiving the local preference, the award recommendation will be to the bidder receiving the local preference.

In cases where bids are presented as a percentage discount, staff will multiply the responsive, responsible bidder's offer receiving the local preference by 1.05 (e.g. 30% x 1.05 = 31.5%). If 31.5% is a greater discount than the highest discount offered by the responsive, responsible bidder not receiving the local preference, the award recommendation will be to the bidder receiving the local preference.

CALCULATING GLADES LOCAL PREFERENCE:  In cases where bids are presented as unit prices, staff will multiply the responsive, responsible bidder's offer receiving the Glades local preference by .95 (e.g. $30.00 x .95 = $28.50). If $28.50 is less than the lowest responsive, responsible bidder not receiving the Glades local preference, the award recommendation will be to the bidder receiving the Glades local preference.
