Palm Beach County Department of Community Services contracts with local HIV/AIDS Service Providers throughout Palm Beach County. These service providers address the health care and service needs of people living with HIV disease and their families that live in Palm Beach County. A wide range of services are offered; medical, case management, housing, dental care, food services, transportation, legal services, substance abuse and mental health counseling, to name a few.

Palm Beach County (PBC) Community Services Department (CSD) Ryan White HIV/AIDS Program (RWHAP) receives RWHAP Part A and Minority AIDS Initiative (MAI) funds from the U.S. Department of Health and Human Services (HHS) Health Resources and Services Administration (HRSA) annually to provide safety net health care services to persons with HIV (PWH) in Palm Beach County.

CSD RWHAP invites proposals from qualified governmental and non-profit entities to provide services to PWH for Grant Years (GY) 2021-2023 (March 2021 through February 2024).  Services to be contracted include Core Medical Services:  AIDS Pharmaceutical Assistance, Early Intervention Services (EIS), Health Insurance Premium and Cost-Sharing Assistance for Low-Income Individuals, Home and Community-Based Health Services, Medical Case Management (including Treatment Adherence Services), Medical Nutrition Therapy, Mental Health Services, Oral Health Care, Outpatient/Ambulatory Health Services (plus Laboratory Diagnostic Testing and Specialty Outpatient Medical Care), and Substance Abuse Outpatient Care; and Support Services:  Emergency Financial Assistance, Emergency Financial Assistance-Prior Authorization, Food Bank/Home Delivered Meals, Nutritional Supplements, Housing, Medical Transportation, Non-Medical Case Management Services, Other Professional Services-Legal Services, Psychosocial Support Services.
 
Eligible Agencies that meet the requirements of this Notice of Funding Opportunity are invited to submit application packages that meet the requirements of this NOFO to CSD.

Palm Beach County (PBC) Community Services Department (CSD) Ryan White HIV/AIDS Program (RWHAP) receives Minority AIDS Initiative (MAI) funds from the U.S. Department of Health and Human Services (HHS) Health Resources and Services Administration (HRSA) annually to provide safety net health care services to people living with HIV/AIDS (PLWHA) in Palm Beach County.

On April 2, 2020, the RWHAP received notice that HRSA awarded Palm Beach County an increase in funding from the prior grant year to fund new MAI services to address health disparities among racial/ethnic minority populations living with HIV

On May 4, 2020, on February 24, 2020, PBC HIV Care Council, the local group of HIV/AIDS stakeholders, including PLWHA, tasked with determining service priorities and allocating HRSA's RWHAP dollars accordingly, allocated MAI funds towards the following service categories: Early Intervention Services, Nonmedical Case Management-Supportive, and Psychosocial Support Services, with Psychosocial Support Services funds being one hundred (100) percent directed to peer navigation services targeted at engagement of Haitian individuals living with HIV.
 
Eligible Agencies that meet the requirements of this Notice of Funding Opportunity are invited to submit application packages that meet the requirements of this NOFO to CSD.

The RWHAP is authorized by Public Health Service Act, Sections 2601-2610, and 2693(b)(2)(A) (42 USC 300ff11–300ff20, and 300ff121), as amended by the Ryan White HIV/AIDS Treatment Extension Act of 2009 (Public Law 11187).
