ARPA-RF Owner-Occupied Housing Rehabilitation Program


NOTICE OF FUNDING AVAILABILITY (NOFA)

 

Palm Beach County's Department of Housing and Economic Development (HED) hereby announces the availability of $2,300,000 in ARPA-RF funds for the Owner-Occupied Housing Rehabilitation Program.

Funding will provide up to $100,000 to income eligible homeowners for substantial rehabilitation to correct code violations or items that will become a code violation. Eligible homeowners must reside in unincorporated area of Palm Beach County (Parcel Control Numbers that begin with “00").  If there is “unpermitted work" on the property, the property may be ineligible to receive assistance.  The property's appraised value cannot exceed $434,000.

APPLICANT SELECTION CRITERIA: Eligible residents may visit this website to complete the pre-application to enter the random lottery selection process for 30 applications.  The online pre-application portal opens on Monday, December 1, 2025, at 12:00 pm, and closes on Friday, December 19, 2025 at 11:59pm  (NOTE: Acceptance of an application and/or income certification of an applicant does not guarantee funding.  Assistance is subject to funding availability and property eligibility). 

ADDITIONAL INFORMATION:

  • Applicants are ENCOURAGED to attend one of the Virtual Pre-Application Orientations. WebEx link information is located below
  • Funds will be awarded as a 0% interest deferred payment loan secured by a recorded mortgage and promissory note for 15 years.  The loan is forgiven at the end of the 15-year term
