​About Us

As part of emergency management operations, the EMS Section of Emergency Management is primarily responsible for: the issuance of County Certificates of Public Convenience and Necessity (COPCN) EMS providers; enforcing the Palm Beach County EMS Ordinance #2017-030 and its accompanying rules and regulations; inspecting all EMS providers’ ambulances / rescue vehicles and equipment annually; and providing staff support and guidance to the EMS Council, a twenty member council that serves as an advisory body to the Board of County Commissioners.

2022 Primary Provider Certificate of Public Convenience and Necessity (COPCN) Application  

COPCN applications will be accepted Monday through Friday from 8:00am to 5:00pm starting on October 3, 2022 through October 14, 2022.   COPCN applications must be delivered to the Palm Beach County Emergency Operations Center (EOC) located at 20 S. Military Trail, West Palm Beach, FL 33415 by October 14, 2022 at 5:00pm.

PulsePoint Foundation

PulsePoint is a 501(c)(3) non-profit foundation based in the San Francisco Bay Area. Through the use of location-aware mobile devices PulsePoint is building applications that work with local public safety agencies to improve communications with citizens, empowering them to help reduce the millions of annual deaths from sudden cardiac arrest. Deployment of the PulsePoint app can significantly strengthen the “chain of survival” by improving bystander response to cardiac arrest victims and increasing the chance that lifesaving steps will be taken prior to the arrival of emergency medical services.
