SHIP - Owner Occupied Housing Rehabilitation Program

ALLOCATION: $1,500,000                                                                  MAXIMUM AWARD: $100,000

OWNER OCCUPIED HOUSING REHABILITAITON PROGRAM SUMMARY: Funding will assist income eligible homeowners requiring substantial rehabilitation to correct code violations and/or incipient items that will become a code violation, eliminate housing conditions, which threaten the life, health or safety of occupants, connect residences to public utilities and adapt residences to meet accessibility requirements.  This funding allocation is only for residents age 62 and older, veterans and/or homeowners' with special needs.  Note: If previous “unpermitted work" exists on the property, the homeowner may be ineligible to receive assistance.

APPLICANT SELECTION CRITERIA: Thirty (30) applications will be available online by visiting the website at pbcgov.com/HED beginning Monday, August 21, 2023.  Applications will be accepted on a first submitted, first qualified, first served basis, subject to funding availability. 

REQUIRED DOCUMENTS: At the time of application submittal, the following documents must be provided for ALL adult household members (See attached list): ​

• Copy of valid Drivers' License or State Identification for Applicant, Co-Applicant, and ALL adult household members
  
• Copy of Birth Certificates or valid U.S. Passport OR Naturalization Certificate.  For all Non-U.S. Citizen household members provide a copy of a valid Permanent Resident Card
• Copy of most recent paycheck stub for Applicant, Co-Applicant and ALL working adult household members (OR) a current completed Verification of Employment (VOE) completed within 30 days of submission of application
• Completed YTD Profit and Loss Statement for Applicant, Co-Applicant and ALL adult household members (if self-employed or current 1099 Income earner)
  
• If an adult student is employed – copy of class schedule on school's letterhead
• Copy of most recent Social Security, Retirement and/or Disability Award Letter for Applicant, Co-Applicant and ALL adult household members (See Statement on the Collection, Use or Release of Social Security Information)
  
• Wage Earner Statement from Social Security Administration for ALL unemployed adult household members (Unemployment Affidavit)
  
• Court ordered child support documentation/ALL appropriate legal documentation for adoption, divorce, battered spouse & restraining order
• Copy of most recent bank statements (OR) a current Completed Verification of Deposit (VOD) for ALL accounts for all adult household members
• Copies of ALL mortgages and warranty deeds
• Copy of Homeowners Insurance (Declaration Page Only) (Include Uninsured Property Insurance Affidavit)
  
• Copy of most recent Mortgage Statement (See Subordination Policy for Owner Occupied Rehabilitation)
  
• Copy of Mandatory Orientation Certificate

ADDITIONAL INFORMATION:

• The property's assessed value cannot exceed $382,194
• Funds will be awarded as a 0% interest deferred payment loan secured by a recorded Mortgage, Promissory Note and Declaration of Restriction for 15 years.  The loan is forgiven at the end of the 15-year term.
