NOTICE OF FY 2022-2023 ACTION PLAN  AND PUBLIC MEETINGS

Palm Beach County Department of Housing and Economic Development (HED) has completed the Draft FY 2022-2023 Action Plan and will present this plan to the Board of County Commissioners for approval at a public meeting.  The plan is required by the U.S. Department of Housing and Urban Development (HUD) in order for the County to receive Federal Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships (HOME) Program funds.  ​

The Action Plan includes the following proposed projects for FY 2022-2023:

CDBG Program: This program provides grant funds to Palm Beach County to support the provision of decent housing, a suitable living environment, and to expand economic opportunities for low- and moderate-income persons.  Funded activities must serve one of the three CDBG National Objectives: 1) to benefit low-and moderate-income persons; 2) to aid in the prevention or elimination of slum or blight; and 3) to meet a community development need of particular urgency.  The County's CDBG entitlement for FY 2022-2023 is $6,492,406.  It is estimated that CDBG program income in the amount of $75,000 will be available for use during the program year.  Proposed CDBG allocations are as follows:  1) Code Enforcement - $266,420; 2) Public Facilities - $2,234,141; 3) Public Infrastructure - $774,723; 4) Rehabilitation – $166,963; 5) Economic Development - $777,818; 6) Public Services - $973,860; and 7) Program Administration - $1,298,481.
ESG Program: This program provides grant funds to Palm Beach County for direct intervention and support services for homeless persons/families and persons/families who are at risk of becoming homeless. The County's ESG entitlement for FY 2022-2023 of $577,734 is proposed to fund the following eligible categories: 1) Rapid Re-housing - $183,762; 2) Emergency Shelter - $275,642; Client Management Information System - $75,000; and Program Administration - $43,330.   
HOME Program:  This program provides grant funds to Palm Beach County to provide affordable housing for households at 80% or below the area median income.  The County's HOME entitlement for FY 2022-2023 is $2,703,963.  Proposed use of HOME funds are as follows: 1) Community Housing Development Organization (CHDO) Administered Program - $405,594; 2) CHDO Operating Expenses - $135,198; 3) Rental Housing Development - $1,000,000; 4) Homebuyer Assistance Program - $892,775; and 5) Program Administration - $270,396.    ​

 All interested parties are invited to submit written comments to HED's Strategic Planning Section at either hedcomments@pbcgov.org or in writing to the SPO Director at 100 Australian Avenue, Suite 500, West Palm Beach, FL 33406 no later than Monday, July 11, 2022.

Please visit our website at pbcgov.com/hes for notification of any possible changes of meeting dates/times.  If a person decides to appeal any decision made by the BCC with respect to any matter considered at the meeting, he/she will need a record of the proceedings, and that for such purpose he/she may need to ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which the appeal is to be based.  Following final approval by the BCC, all documents will be available on HED's website at pbcgov.com/hes.
