Whitney Carroll Appointed New

Planning, Zoning & Building Department Executive Director

On August 22, 2023, the Board of County Commissioners ratified Whitney Carroll as the new Executive Director of Palm Beach County's Planning, Zoning and Building Department (PZB).

Whitney has been deputy director with PZB for more than two years, and since April of 2023, she has been serving as interim director.  With over 25 years of experience in the industry, Whitney has extensive knowledge in land use and development in both the private and public sectors

“I want to thank everyone for their support.  I am honored to work with so many talented and dedicated professionals at PZB and countywide," said Carroll.

Whitney has an undergraduate degree in Urban and Regional Planning from FAU and a law degree from Nova Southeastern University.  She is a licensed attorney in the state of Florida and an AICP certified planner.
