Purpose
The Development Concierge Program (DCP) Pilot is a customer-focused initiative that enhances coordination, consistency, and communication in the County’s development review and permitting processes. Eligible projects are assigned a single point of contact to streamline interagency communication.
The Pilot does not alter regulatory requirements, timelines, review standards, or agency authority. All projects remain subject to the same codes and procedures; the program simply improves the overall experience within the existing framework.

Eligibility
Building Division - Permitting Criteria:
- Zoning approval, if applicable
- Designer of Record secured
- Construction plans complete and ready
- Aligns with County strategic priorities
- Project qualifies as complex:
- Phased construction
- Size (Residential 10,000 sq. ft. or larger)
- Unique or critical time constraints
Zoning Division - Development Review Criteria:
- Projects requiring public hearing
- Align with County strategic priorities
- No Comprehensive Plan amendment
- Located within PBC Water Utilities service area
Good Faith Participation by the Applicant
Completeness and Accuracy
- Submit complete, accurate applications
- Ensure consultants are responsive
- Provide timely responses
Single Point of Contact
- Communicate through assigned concierge team
- All communication flows through Development Concierge
Timely Engagement
- Attend coordination meetings
- Meet response timeframes
- Provide materials on time
Good Faith Participation
- Engage with neighborhood associations early
- Engage with district commissioner early
- Work constructively with agencies
- Participate in feedback surveys
- Acknowledge standards remain unchanged
Acknowledgment of Pilot Nature
