Master Plan

The Palm Beach County Parks and Recreation Department Master Plan is a concise long-range planning document that provides guidance on the direction, development and delivery of the county's recreation facilities over the next 10-year period. The report provides a long-term vision for county managed park facilities through 2035 and includes actionable recommendations that can be incorporated into all aspects of the department's park operations, including how to best develop, promote, manage and maintain a dynamic park system that can adjust and respond to an increasingly diverse and expanding population.

Strategic Plan

The Palm Beach County Parks and Recreation Department’s 2026–2029 Strategic Plan establishes a bold, future-focused roadmap designed to strengthen organizational capacity, modernize facilities, enhance public access and engagement and elevate the department’s national leadership in parks and recreation. Rooted in our mission to provide opportunities for healthy, happy living through award-winning parks, welcoming experiences, and environmental stewardship, the plan aligns closely with the County’s strategic priorities and reflects extensive staff expertise, industry best practices, CAPRA standards and community needs.

Needs Assessment

A Comprehensive Community Needs Assessment was authored by AECOM in March 2024 and is intended to serve as a guide for obtaining and interpreting valuable feedback on the recreation needs and priorities of Palm Beach County residents. The study will be incorporated into the Parks and Recreation Department’s overall Master Plan and used by the department in the formation of its goals, policies, and strategic plans, as well as the future development of program areas and facilities to meet the needs of the community.

Statistically Valid Survey

ETC Institute administered a statistically valid parks and recreation survey for Palm Beach County during the winter months of 2023. The survey quantified park and recreation priorities for the community and was used to verify survey information generated from online responses and other qualitative means. The goal was to collect a minimum of 1,200 completed surveys from residents. The goal was met with 1,212 completed surveys collected. The overall results for the sample of 1,212 households has a precision of at least +/‐2.8 at the 95% level of confidence.

Beach and park cleanups are a fun and meaningful way for individuals and groups to contribute to the beauty and health of our local environment. Whether you're flying solo, organizing a large team of students for community service hours or team building within your corporation, there's a way for everyone to get involved!

Palm Beach County partners with several eco-conscious organizations that host monthly cleanups from Boca Raton to Tequesta. (See profiles below)

Organizing a group cleanup?

Groups of 5 to 100 (or more!) participants can obtain a free permit through the Palm Beach County Parks and Recreation Department. (Note: Fees apply only if you're reserving a pavilion)

Cleanup supplies are available for pickup and include:

• Buckets

• Grabbers

• Scale

• Gloves

• Garbage bags

Cleanup Project Guidelines

Beach cleanup projects on weekends and holidays will only be permitted during low capacity hours from sunrise until 11 am.
Beach cleanup projects on weekdays will be permitted from sunrise to 11am and from 4pm to sunset.
All non-beach cleanup projects will be permitted anytime during park operating hours that have no conflicting events.
Group leaders must provide Volunteer Services with a logistical plan for keeping cleanup participants at recommended distances from each other and park patrons.
All cleanup participants are strongly encouraged to wear gloves and masks during the cleanup.
Cleanup groups are encouraged to use their own cleaning supplies such as grabbers and buckets. In the event equipment is loaned out to cleanup groups, Volunteer Services staff will disinfect cleaning supplies returned by the group leaders the same day it is received.
Group leaders borrowing equipment must schedule a time with Volunteer Services to pick up and return the cleanup supplies at the John Prince Park Administration building. When returning equipment, you must deliver the equipment to someone, do not leave the supplies outside the building.
Parking (events scheduled at South Inlet and R.G. Kreusler):

Weekend beach cleanups shall be issued a max of three (3) parking passes for the specific time frame and be encouraged to car pool.
Weekday beach cleanups shall be issued a max of twelve (12) parking passes for the specific time frame and still be encouraged to car pool.
Parking passes shall be valid for one date and less than a three-hour duration during the low capacity hours from sunrise until 11 am.

You can also team up with some of our amazing long-time Adopt-a-Park partners. These eco-focused organizations are doing incredible work across Palm Beach County:

Beach Bucket Foundation [external link] collaborates with local businesses and non-profits to coordinate large group cleanups. They’ve also installed cleanup stations at many of our parks, allowing beach lovers to grab a bucket and help keep their favorite beach clean—every day of the week!

Friends of Jupiter Beach [external link] is a passionate, grass-roots organization that hosts monthly cleanups at Ocean Cay in Jupiter. Each month, hundreds of volunteers come together to protect this beautiful stretch of coastline. (Sign up directly on their website!)

F.O.R.C.E. – Florida Off-Road Cycling Enthusiasts [external link] is dedicated to maintaining the 21 miles of trails at Dyer Park, offering support through regular cleanups and stewardship of this beloved biking destination.

Loggerhead Marinelife Center [external link] is a renowned non-profit and scientific center focused on sea turtle conservation. They offer self-guided public tours every Saturday and frequently host eco-friendly initiatives to support marine life.

Pura Vida Divers [external link] hosts monthly cleanups at Phil Foster Park, under the iconic Blue Heron Bridge—on both land and underwater! A great option for snorkelers and divers looking to make a difference.

Sea Turtle Adventures [external link] is focused on conserving local sea turtle populations. They also provide marine education and offer nature-based programs and life-skills training for adults with disabilities.
