1.         Staff recommends motion to receive and file:  Warrant List – Backup information can be viewed in the Clerk & Comptroller’s Office.

 

 

B.        PALM TRAN

 

1.         Staff recommends motion to:  

 

A)  receive and file the electronically executed Federal Transit Administration (FTA) Application obligating $56,503,870 in American Rescue Plan Act (ARPA) of 2021 (CFDA 20.507);

 

B)  approve an upward Budget Amendment of $56,503,870 in Palm Tran’s Grant Fund 1341 to recognize the grant award and increase transfer to Palm Tran Operating Fund 1340;

 

C) approve an upward Budget Amendment of $56,503,870 in Palm Tran’s Operating fund 1340 to receive transfer from Palm Tran Grants Fund 1341 and place in an Operating Reserve to be used for Paratransit Service and fixed route operations over the next five (5) fiscal years.

 

Summary:  The electronic documents have been fully executed on behalf of the BCC by Palm Tran through the County Administrator in accordance with R2023-0811, which delegated authority to execute, and to transmit electronically the BCC’s approval of the grant application, award and resulting grant agreement.  In accordance with County PPM CW-F-003 and CW-O-051, a signed copy of agreements executed under delegated authority must be placed on the BCC’s agenda as a Receive and File.  The executed documents are now being submitted to the BCC to allow the Clerk’s Office to receive and file.  Countywide (MM)

                        2.         Staff recommends motion to approve:

 

A)  a five (5) year Contract for Palm Tran Connection Paratransit Services by and between Palm Beach County, and First Transit, Inc., (First Transit), with a not-to-exceed amount of $329,557,535.44 for the period of May 1, 2024 through April 30, 2029 for the provision of paratransit and Go Glades services; and

 

B) a Budget Transfer of $8,651,306 from Palm Tran Operating Reserves to Contractual Services in Palm Tran’s Operating Fund 1340 to recognize the increase of the amount of the contract for FY2024.

2.         Summary:  A new solicitation for paratransit services was advertised on July 25, 2023. The Selection Committee met in October 2023; and recommended First Transit, Inc.  This new paratransit contract will result in a new, single contractor, First Transit, charged with providing service throughout the County. Since 2014, this service has been provided by two contractors, MV Transportation and First Transit until a new contract was awarded. The cost of these combined contracts over the last 12 months was $48,811,000. The proposed five (5) year contract with a not-to-exceed amount of $329,557,535.44 includes an increase in the actual vehicle hour (AVH) rate for variable costs from the two previous providers, $45.71 First Transit, and $47.81 MV Transportation, to $67.28.  The increase in AVH is primarily the result of driver wages, fuel expenses, vehicle insurance, and increased subcontractor participation for service delivery. Fixed Costs increases are primarily due to Administrative wages, benefits and management support, insurance, and higher operational facility expenses as a result of rising real estate costs in Palm Beach County since the original paratransit contract first went into effect in 2014. In July 2023, Palm Tran conducted an independent cost estimate (ICE) in preparation for the solicitation of the paratransit contract.  Based on the ICE, the proposed contract amount is in line with the projected costs for providing paratransit services in Palm Beach County for the next five years. The increased contract amount, above the currently budgeted paratransit services costs, will be primarily funded with American Rescue Plan (ARP) dollars allocated to Palm Beach County from the Federal Transit Administration.  Palm Tran Connection, through the paratransit contract, provides approximately 774,000 trips a year to over 10,000 customers. Of these trips, 48% serve those with disabilities, 48% are older adults, and 4% of the trips are to lower income individuals.  Go Glades provides approximately 120,000 trips per year to Glades residents and visitors.
