2                      4B-2                ADD-ON: Staff recommends motion to approve: a resolution supporting

the submission of community project funding requests and member designated transportation projects by U.S. Congresswoman Lois Frankel during the FY 2022 budget year. SUMMARY:   With the reinstatement of earmarks recommended by the House Select Committee on the Modernization of Congress during the 116th Congress, members of Congress were asked to propose direct federal funding for up to ten projects located in their district for the FY 2022 budget. U.S. Congresswoman Lois Frankel, put out a call to local governments and non-profit organizations for project requests and received over 70 applications. Final selections were made by the Congresswoman after a period of vetting and site visits, with consideration to impact, sustainability, and alternative avenues for federal funding.  Congresswoman Frankel has submitted ten projects, totaling $6.7 million, for consideration. In addition, the House Committee on Transportation and Infrastructure (T&I) plans to advance surface transportation authorization legislation, building on the 116th Congress’ H.R. 2, the Moving Forward Act. Congresswoman Frankel has submitted six projects, totaling $19.8 million, for consideration in subsequent surface transportation authorization legislation. County staff has reviewed these projects and is requesting a resolution supporting the submission of these applications. Countywide (CK)

1.         Staff recommends motion to authorize: the County Administrator to submit an appeal of the Federal Emergency Management Agency’s 2019 Preliminary Flood Insurance Rate Maps (FIRMs) and associated Flood Insurance Study (FIS) reports for Palm Beach County. SUMMARY: In December 2019, the Federal Emergency Management Agency (FEMA) published preliminary FIRMs for eastern Palm Beach County. FIRMs and associated FIS reports provide information on the existence and severity of flood hazards that are used to establish flood insurance premiums. In 2020, Palm Beach County (County) conducted a review and evaluation of the data and methods used by FEMA to prepare the preliminary FIRMs. Based on technical issues, concerns and deficiencies identified during this evaluation, the County, in February 2021, initiated the development of additional technical information for use during FEMA coordination and to support the submittal of a formal appeal of the preliminary FIRMs. The intent of the County’s technical work is to ensure that the FIRMs and FIS reports provide accurate and appropriate flood hazard information. An appeal must be submitted prior to July 15, 2021, which is the end of FEMA’s 90-day appeal period. Districts 1, 2, 3, 4, 5 & 7 (MJ)
