B. ADMINISTRATION
1. Staff recommends motion to authorize: the County Administrator or designee to
develop and submit comments to the U.S. Army Corps of Engineers (Corps) on the
Draft Environmental Assessment (EA) and Proposed Finding of No Significant
Impact (FONSI) for the 2019 Planned Deviation to the Water Control Plan for
Lake Okeechobee and Everglades Agricultural Area, including concerns with the
lack of stakeholder participation and the potential unpredictability of the
proposed deviation. SUMMARY: On August 6, 2019, the Corps published a draft EA and Proposed FONSI
for a deviation to the existing 2008 Lake Okeechobee Regulation Schedule
(LORS2008) that would allow larger releases in anticipation of and following
harmful algal blooms. Staff are reviewing the draft documents in an effort to
understand the complexities of the proposed deviation and any potential water
supply problems, ecological consequences, and other impacts to the region. Staff recommends developing and submitting comments that express
support for an open, transparent and inclusive public process and outline
concerns such as: 1) the lack of stakeholder participation; 2) an inadequate
public review timeline; 3) insufficient technical evaluations on potential
effects and ecological consequences on the human environment; and 4) the
deviation effectively allows the Corps to manage Lake levels with little to no
predictability for the foreseeable future. The deadline to submit
comments on the draft EA and proposed FONSI is September 5, 2019. Countywide
