recommends motion to adopt:
a Resolution of the Board of County Commissioners of Palm Beach County,
Florida, approving the 2013 update to the Title VI Program for Palm Tran public
transportation services; establishing
an effective date. Summary: Palm
Beach County is a recipient of Federal Transit Administration (FTA) grants to
operate the County’s public transportation services, and is obligated to
demonstrate compliance with the requirements outlined in Title VI of the Civil
Rights Act of 1964 which prohibits discrimination on the basis of race, color
or national origin. As such, the County submits a formal Title VI Program to
the FTA every three (3) years incorporating necessary updates to fulfill all
Federal obligations. The last update was submitted in 2010. The 2013 update
includes all of the requirements outlined in FTA Circular 4702.1B, which was
published on October 12, 2012, and identifies the policies and procedures that
will be taken to ensure that Palm Tran provides services without excluding or
discriminating on the grounds of race, color or national origin, or without
creating additional barriers to accessing services and activities. New
requirements for specific policies, standards and monitoring were developed
with public participation and must be approved by the Board of County
Commissioners prior to submittal to FTA. The County’s current Title VI Program expires on November 30, 2013 and the
update is required to be submitted to the FTA by October 1, 2013. Countywide
