Canyon District Park Light Pole Sculptures

A) Project Summary

Palm Beach County's Art in Public Places program (PBC AiPP) seeks to commission an Artist or Artist team (Artist) to create sculptures that support Palm Beach County Parks and Recreation Department’s goals of promoting healthy, happy living for residents and visitors utilizing Canyon District Park.

The selected Artist will design, permit, fabricate, install and attach art onto five (5) outdoor light poles located along Ben Ferencz Way, within the park. Specified poles can take an excess load equivalent to 350 pounds each to account for art that will result from this Call to Artists. Commissioned art will be inspired by the diverse active recreational opportunities offered within the park such as soccer, lacrosse, baseball, softball, sand volleyball as well as walking, picnicking and playground use.

The mission of Canyon District Park is to provide an active recreational facility that primarily serves the population located within West Boynton Beach and West Delray Beach in unincorporated Palm Beach County. The recreational amenities identified for construction were determined by feedback from the local community as well as overall level of service needs established in the County’s Comprehensive Plan.

B) Art Design Goals

  • Art will support Parks and Recreation staffs’ efforts to create interest and connection for residents and visitors to the recreational amenities planned at Canyon District Park.
  • Art will be inspired by and relate to the recreational facilities and programming within the park. The amenities include: youth soccer, youth lacrosse, youth baseball, youth and senior softball, youth and adult sand volleyball, playgrounds, picnic areas and a fitness trail.
  • Art will have strong visual presence with artistic complexity upon passage at speeds of approximately 20 mph.
  • Art materials will be durable, require minimal maintenance and withstand the intense local environment (sun, high winds, salty moist air, and rain).
  • Art will complement the Park’s architectural style and scale.

C) Areas for Art Integration

Palm Beach County Canyon District Park is 52 acres. The five (5) light poles designated for art integration are near a centrally located parking lot and three (3) sports fields. The selected artists will create artwork for each of the five (5) light poles. County will install light poles for Artist to attach their art to.

ARTIST ELIGIBILITY
Open to all Artists who are residents of Palm Beach County at the time of application submission. Minors in the age range of 15 to 17 who are residents of Palm Beach County may also apply. If selected, an Artist who is a minor, and their parent or guardian, will be required to sign an acknowledgement form prior to entering into an artwork loan agreement with Palm Beach County.

EXHIBITION LOCATION
The Art Gallery at PBI is centrally located on level 2 in the atrium near the putting green. Its pre-security location encourages passengers and locals to discover the exceptional works by Artists who call The Palm Beaches home. As a major gateway to South Florida, Palm Beach International Airport serves over 6.7 million passengers annually and offers over 200 nonstop flights daily.

APPLICATION
To apply for the Let There Be Light exhibition Artist shall:

  • Complete on-line application with information and images.
  • Submit a single image of 1 artwork in finished and final form, including frame if applicable.
  • Use Chrome, Edge, Safari, or Firefox for application. Application is not compatible with Internet Explorer.
  • Click here to submit your application.

ART SELECTION PANEL
Art will be selected by a Selection Panel including members of the County's Public Art Committee and a representative from PBI.  The County reserves the right to make changes to the membership of the Selection Panel if necessary. 

CURATOR
Exhibitions in PBI's Art Gallery are curated by Elayna Toby Singer, Palm Beach County Art in Public Places Administrator.

GALLERY VIDEO INSTALLATION
County will photograph and/or video record artists upon delivering artwork to the Gallery, which will be used to complete the Gallery following artwork installation.

ART SALES
Artists keep 100% of the income from sales of their individual artwork. Artwork that sells during exhibition cannot be removed until the end of the exhibition.

ARTWORK SELECTION CRITERIA
Up to fifteen (15) artworks will be selected at the sole discretion of the Selection Panel based on the following criteria:

  • Artistic Quality as demonstrated in the submitted application – 50 points
  • Connection to Exhibition Theme as demonstrated in the submitted application – 50 points

ARTWORK SELECTION SCORING
a. Pass/Fail Review. Complete applications will be provided to the Selection Panel for evaluation based on artwork selection criteria, and be assigned either a pass or fail rating. Those applications that receive a pass rating by the majority of the Selection Panel will then be scored and ranked by the Selection Panel.

b. Ranking. For each application that receives a pass rating, each criteria will be scored and when the scores awarded for all criteria are totaled, the scores will be tabulated and added to achieve the total points awarded to each Artist by each Selection Panel member. Using the total points awarded to each Artist, each Artist will be ranked by each Selection Panel member with the highest point total ranked 1, the next highest point total ranked 2, etc. The ranking of each Artist will be tabulated from each Selection Panel member and combined with other Selection Panel members to determine the total ranking score for the Artist, with the lowest point total ranked 1, the next lowest point total ranked 2, etc. These rankings will then be used by the Selection Panel to select up to fifteen (15) Artists. Should the ranking result in a tie, then the Selection Panel shall select the Artist with the most first place votes; if there is still a tie, then the Artist with the most second place votes, etc. until the selection list consists of just fifteen (15) artworks.

REJECTION OF RESPONSES; WAIVER OF IRREGULARITIES
Palm Beach County reserves the right to reject any or all proposals submitted in response to this Call to Artists, waive any or all informalities and/or irregularities, contact any applicant after submittal in order to obtain clarification, reject artwork that is damaged or has been altered in appearance in any way at time of delivery as compared to the image represented at time of application, re-advertise with either an identical or revised scope, or cancel this Call to Artists in its entirety, at its sole and absolute discretion.

Amendments to this Call to Artists will be advertised at http://discover.pbcgov.org/fdo/art/Pages/Calls-to-Artists.aspx and at https://pbcvssp.co.palm-beach.fl.us/webapp/vssp/AltSelfService. It is the sole responsibility of Artists to routinely check this website for any Amendments issued prior to the deadline for receipt of applications.  Palm Beach County shall not be responsible for the completeness of any package (Call to Artists and Amendments) not downloaded from these websites.  ​​

AMENDMENT #1 - RESPONSE TO ARTIST'S QUESTIONS
Q1:     This is an inquiry for clarification on what is meant by "On What Surface Is The Artwork Created"?
A1:     The base media your artwork is created on (e.g. on paper, on canvas, on metal, etc.).​

Q2:     Can the artwork be a triptych that is size of 36" x 36" or only one canvas?​
A2:     Yes a triptych can be submitted, and the size specified falls within the minimum and maximum size specifications of the Call to Artists.

Q3:     I have tried every browser I have access to, including Edge and Chrome and cannot submit my application for the Let There Be Light project. I keep getting the same error message:  This    form is not compatible with Internet Explorer. Please use Chrome, Edge, Safari, or Firefox, even though I am not using Internet Explorer.
A3:     Please proceed to submit the form anyway. The message is not an error but a warning that always appears regardless of browser.​

STANDARD CONTRACT REQUIRED
The selected Artists will be expected to execute the County's standard contract for loan of Artwork. A copy of this document is available upon request.
